A website needs a place to be stored, just like your emails in hotmail, yahoo or gmail. Just like email you can either get the storage for free like most of us or you can pay for it. Since its free what most of us don't realise is that any day, hotmail, yahoo or gmail can just come along and say "hi thanks a lot but we're closing down in a week, good having you" and then we won't have any email. Or they can say "that's going to be $40 US from now on" and the same goes. It isn't likely to happen soon but it easily could one day. What does happen, for example is if you don't check your email in at least three months hotmail deletes them all.
